john guard, the wheels have a clear coating sprayed on them when made to help preserve the shine of the new metal. This clear coat gets chipped or cracked and lets water, dirt and salt water get under it and it gets trapped in there. While it's there it works on the bare metal and makes it corrode or rust and it expands the area of corrosion as time goes on. Spots of corrosion look grayish white and may have black spots as well. In your picture there is a wheel weight, which gets installed with a hammer and the clip on the weight digs into the clear coat and the metal to open an entry point for water and other contaminants to start working on the metal part of the wheel. The other spots on your wheels are probably from rock chips made in the clear coat. Trying to keep the wheels as clean as possible can be a real chore and even then not all the cleaning that is done will remove what is under the clear coat. I've thought about stripping the clear coat from the wheels so nothing can trap fluids under it. Then I would have to deal with giving the wheels a polish job every so often to keep them shiney and bright. But that may be a better route than having contaminants trapped under the clear coat and watching it take away the looks of the wheels.
