Low power, hesitation, smoke at low RPM

2006 6.0, just turned 100k. Was having some white smoke at idle, no power issues, then CEL came on, had the shop next door read & clear the code P0404 EGR performance issue is what the mech told me.
About a week goes by, start having some hesitation at low RPM, from idle to about 2000 RPM with intermittent white & black smoke, then normal operation.
Last week I pulled and cleaned the EGR, it was completley plugged at the top, lots of crap in the intake, all dry. I cleaned the EGR with carb cleaner, replaced the o-rings & gasket, vacuumed out the intake & slapped it back together, then ran the crap out of it. No more white smoke, but plumes of black at take off, with the same intermittent hesitation/lack of power at take off.
Any suggestions? Think the EGR went belly up? Dealer replaced it at around 60k, also the IPC sensor at the same time, (was having warm start problems) Poss turbo related issue due to the coking in the EGR?

Try cleaning the map connection to Intake that lil hole gets plugged also run some weed eater line thru the hose .
