How to Aim Headlights

I am doing a complete tear down and replacement of some headlights, header panel and bezels on my 1996 F 250. There seem to be a few positioning adjustments for the headlights. They almost look as if the have to be done before the bezels and turn signals are installed.

Does anyone have a link or a good how to on aiming the headlight? I did a couple of searches here and came up with nothing. Any help would be appreciated!

Has some good pics and it shows the adjusters. They work after the lights are installed.
