Material Removal Question

Facts:
1992 Ford F20 LB

the guy I bought the truck from laid tile for a living.
no bedliner used
he got thinset / mortar / and caulk in bed in places.

I plan to do one of those brush on bedliners to protect the bed but....

how do I remove the foreign materiel first? I have chipped at some of it with a chisel but am thinking there has to be a better, more effective way to do it?

had a friend suggest muriatic acid. will that harm the metal in any way? I was thinking if it worked that it would strip the paint and then I would just have reprime that part.

Muriatic acid (pool acid) will work to clean off the thinset and mortar but not the caulk.
