bumper problem

the bumper on my 92 is sagging on the passenger side and the tire rubs because of it. i thought i read awhile back (searched came up nil) of someone saying it was the bolts or something simple like that and it wasnt actually the bumper. any advice would be great. thanks in advance

Front or rear? Loosen bolts, reposition bumper, tighten bolts.
