If you pull the trim off the steering wheel you should be able to see what's behind it. I doubt there's a clockspring there but if so you'll see it. Could just pull the entire wheel off and look too.

Maybe someone with an EVTM will help out.

I have a 97 f350 with the same setup. There is not a clock spring. Instead, there are four copper contact rings in the back of the steering wheel and a block of four spring loaded contact pins bolted to the column. The problem is most likely in the switches. Each switch has a different resistance when checked with an ohm meter. I would first check them with a meter. If any of them check open there’s your problem.

I have a 94 with no cruise. I checked wiring at the module, it is getting 12 volts and ground. Also ohm'ed my switches, all good. So I assumed it was the clock spring. Never got back to it. My parts store shows a clock spring for my unit. Are you saying there is not one? Or it does not run the cruise?

I apologize for the double as post as I forgot to clarify that my 95 has cruise and no airbag, doesn't have a clock spring. My 96 has no air bag and no cruise, doesn't have a clock spring either.
