Help!!! 1984 F250 6.9 Diesel (Surging?)

I got this truck less than a year ago, it had a new motor put in it, 40,000 miles on new motor when I got it. Most of the time I have had it it has done a strange fuel surge like problem. At random times it will go through a tantrum of getting lots of fuel and no fuel and do that over and over so rev high and drop and do that for a couple minutes before it dies. It usually won't fire up again right away but after it sits a while it will start up and runs perfectly. There seems to be no pattern to when it does or doesn't do it, just randomly. If there is any pattern to it it would be after I fill the tank with fuel it usually does it within the same day. I've also noticed on occasion when I've been driving it for a while and I shut it off for 5 to 10 minutes and start it up again I can make it a couple of blocks before it "surges" and dies. When it starts doing this there is no response from the throttle pedal, I press down and nothing happens. Also the speed at which I drive seems to affect this issue, at speeds of approx 40 mph and below it if this issue starts the truck will start "surging" and usually die. But at speeds of 50+ mph I will notice if it's doing it because the truck will run a little rough, almost as if there are air pockets in the line but at the high speeds it pushes through and keeps going. I have had this truck in the shop a couple of times and no one seems to be able to figure it out. Like I said when it doesn't have this issue it runs absolutely perfectly, any ideas on what the problem is?

When my truck ran out of fuel, it surges then dies, I would say you have some kind of air intrusion.

Check all your fuel lines all the way back to the tank for leaks or excessive rust. Definitely sounds like your sucking air. Mine was rusted lines on the fuel sending unit, just wiggling them broke them off.

Had one do that to me once it kept just getting worse til i was on the interstate heard a loud pop and fuel was pouring from the filler neck turned out to be the fuel selector valve going bad and randomly pulling fuel from one tank and returning it to the other it finally built enough pressure to bust the dry rotted filler hose after replacing the $80 selector valve it never gave another problem

Is there a vacume sound when opening the gas cap when you go too fill up? could be making it hard to suck the fuel from the tank if air cant get in to replace the used fuel
