water pump bolt trouble for a 79 f-250

i have a 79 f-250 with a 460 engine. my trouble began when i wanted to replace the bypass hose that leads from the water pump to the intake. most all the bolts came right out, except one. the one right next to the fuel line on the driver's side. i ended up rounding off the head.
i'm in need of some help. i do not own a welder to weld a nut to the bolt. so may i ask please for suggestions on how to get the bolt removed

I'm thinking you should take all the bolts out. Cut the head of the rounded bolt. slide water pump off leaving a stud that you could get some vise grips on. ?

After you cut the head off, soak it good with penetrating rust eating lube. Let it soak in for awile. Then use your vise grips to loosen it. If you snap off the stud, center punch the middle of it then drill it out and use an easy out.

Not sure what their call but should be sold in the easy out section of your favorite tool store.

i ended up cutting the head off the bolt, to remove the water pump. but the bolt is still stuck on there. it seems now the water pump just may have been going out to begin with. because the metal cover on the back, is scared from the blades. not only that, it's rusted out.
