Another California Smog Problem
I posted this earlier in the wrong place:
I went today to have my 95 F-250 Smog Inspection done, it failed. The only problem with that is over the past year I have had a new EGR, New Cat Convertor, among other things because the truck ran like crap. on the NoPPM) test it ran @15mph 2373ppm max allowed is 2018 ppm ave is 1355 @25mph Max is1969ppm, Ave is 1213ppm @25mph it was 2194 ppm
Any suggestions. So far in the past year I have spent well over 2500 bucks on this truck.
This is the reply I got:

You should start a new thread for stuff like this.
High NO,right? Your post got a little garbled there for some reason. Anyway, high NO is due to high combustion temps. A non-functioning EGR would be a suspect. Also, a too-rich mixture that overheats the cat is a possibility. What were your HC numbers?
Since you are OBD I, you have to read the codes a different way. Let me find that info and post it later.
Later:
Fuel Injection Technical Library » How To Run a Self-Test
Read carefully, then get your codes.

Yes it was Nox readings
The EGR has been replaced the Ignition Control Module has been replaced. The computer has also been replaced.

Another suggestion from your other post, if you have not seen it:
Sounds like the EGR isn't opening when it should - get a vacuum gauge, "T" it into the EGR vacuum line and see if there is any vacuum there ever. If you're under the hood, watch the vacuum gauge while you feather the throttle - it SHOULD open as you raise the RPMs quickly from say 1000-2000RPM.

I went to my mechanic today. He checked it out and said that the EGR valve was good to go but the position sensor was not working right. He checked the voltage. adjusted it or something, he ran a smog test on it it passed. Of course I don't have the paperwork here right now. it's in the P/U I will post the readings tomorrow morning.
Thanks for the input guys .

I talked to my mechanic this morning. I asked him about the EGR Valve Position Sensor. Which was replaced in January when the EGR Valve was replaced. He said that a wire on it was not connected. When he did the repairs in January he Dyno on the truck, also did a smog test and the truck passed.
He seems to think that the State approved Star Inspection station made it fail. My mechanic said the reason he believes that is that when he re-hooked the wire the truck passed the Smog test, at the exact same readings he had in January .
I took the vehicle to another State Approved Star inspection station, and it had the exact same readings as the ones from my mechanics Smog Inspection Equipment.
I have sent copies of all the tests to the State of Taxifornia aka California. Bureau of Automotive Repair. and copies to the California Air Resources Board.
This shop screwed with the wrong person.

The ironic part is all the dumb liberal hippies who live in Palo Alto are the ones paying for me to pump the foundation for their third guest house or to pump their 2nd swimming pool. I kid you not some of these people have 3-4 #*@@ing swimming pools. They waste all these resources then claim I'm polluting the environment with my diesel that only runs 20 hours a week. Their damn private jets pollute more in one trip than my diesel pump does all year.
Get out while you can still afford it. Otherwise prepare to pay 80% of your wages in taxes if your lucky enough to still be employed after all the business's leave.
The wonderful weather is NOT worth it.

May I recommend you get out of this dumb liberal tree hugging state asap? CARB gets worse year after year. My boss's diesel pickup which used to be exempt from smog now requires smog tests. California wants it off the road by 2015. They are telling us we need to buy 5 new concrete pumps @ 60k a pop because suddenly they are horrible for the environment. My basically brand new (10 years old) backhoe with only 200 hours on it is now unusable due to carb. Can't even sell it here because nobody can use it.

Piglosi, Boxer, Frankenstein, and Moon Beam, have all made their mark(s) here.
I've been working on "blowin' this popsicle stand" within the next 2-4 months myself.
Sorry for the hijack......... just had to chime in.

CA sucks if you drive a truck.
Ugh, I'm having similar problems with my 4.9 I-6 1986 F-150 here in San Diego. So few places work on carbs anymore & my carb has a computer module so it might as well be EFI with the problems it can get. I took it to a STAR station today & they sent me to a carb specialist who adjusted it to get the numbers in the passing range (he was running too rich when he failed) & my truck is now at the STAR station for catalytic converter work. The carb guy said the back cat is shot, which is what the STAR shop thought when I first went to them & they saw the failed smog results. I'm hoping a rear cat won't cost me an arm & a leg & praying that once the new rear cat is in, they can certify my baby & I'll be legitimate once more. This has been such a disheartening situation & I'm seriously thinking of moving up to Montana. I've been unemployed for almost 2 yrs & these repairs are really going to hit me hard but I've gotta do what I've gotta do to get my truck legal again.
