Positive engine block?

So I've been having some electrical problems.

Hooked my power probe to the battery and had the whole fuse box removed, unplugged all the plugs and took the cable off. Also removed the PCM.

I'm getting 6.7V to a bunch of the wires. Also getting 6.7V to the engine block.

Does anyone know what might use 6.7 volts that could be shorting so I don't have to disconnect every plug and wire?

If something is leaking voltage and the ground is still hooked to block ,it sounds like a bad ground to block from battery which needs to be addressed first.

I'm Sry Tom, I had the negative cable disconnected from the battery and the negative cable was putting out 6.7V also.

Am I doing things *** backwards trying to hunt down my electrical problem?
