please help

I have a 1994 f250 7.5l 5speed, I have changed cap and bug, plugs and wires, ignition module, map sensor, fuel filter, fuel pump, gas tank. I can't seem to get this truck to start. I have used noid lights on injectors and they were ok, fuel pressure is 40psi. it acts like it wants to start and then just keeps turning over. the other day it was 65 degrees out and it started and ran really rough, and on colder days it won't start at all. i'm out of ideas. i checked all my fuses and relays.

Nowhere did you say you actually checked for spark? Have you checked for codes? Have you checked the base timing?

Even though the module is bad, the pickup could be bad or weak inside the distributor.
It should be good though, seein as though the noid light says injectors are firing. That wouldn't happen if the ecu wasn't getting a signal from the distributor.
Check for spark.
Have you messed wih the timing any. It really seems to me that the distributor is out of time. Meaning it sparks and injectors work, but not in sync enough to make it run.
Check codes. Never hurts
Also pull cap off and see if rotor is turning. I've had teeth shear off. And the roll pin break and not turn the distributor correctly.
If you do have spark hen it could be really flooded. Hold pedal to floor to start it that way it won't keep injecting fuel.

Tell us more about when you're trying to start it. Does it cough or buck or fire any at all.

When did this problem start? How old is the fuel? Never under estimate how quickly fuel can absorb moisture.

Once again I HIGHLY suggest you check for codes.
