truck has been running great up into this issue.
temp was about 25deg when video was taken.
i never have to plug it in and always get a little smoke at start up.....first few sec of the video it would normally idle much higher than what it was doing.

You should really find a way to get the engine codes from it. That will help narrow down which system is at fault.

Yeah I'm thinking it's a electronic issue not fuel related . If it was cold weather related fuel it would chug and smoke all the time ...

How long does it take before you can re start it ? It sounds like it runs long enough to drain the HP res .. After it stalls , take a look ,see if its low . 25 is not low enough to gel the fuel. That does not mean it is not running out of fuel .. look in the fuel bowl too ...The CEL may just be the PCM testing ....
