I would say it sounds like a bad starter. If the bendix was popping out but not turning the motor, I would first assume a bad battery that can't supply the needed current to the starter, however with the starter sitting free-air, there should be no reason it won't turn.

Sounds like battery issues to me. I Changed mine and the starter solenoid at the same time last month and everything was gravy.

Bad connections are hard to troubleshoot with voltmeter on voltage scale because it will detect voltage, but it won't have current carrying ability caused by a bad connection/wire.

Thanks for the information. This evening I'm going to have O'Reilly bench test the starter just to see if it engages and spins. I'm going to disconnect the heavy gauge wire that runs from the Starter Solenoid to the Fender Solenoid, attempt to pull it and inspect it for cracks, burns, frays, etc.
