return lines

I have a '90 f-150 and fuel seems to be coming out of the return lines as fast as it goes out of the tank. Is that normal? This is without the truck running. It also looks as though the h/p pump is hard wired to the ignition switch. Don't know what that's all about and why someone would do that.
I pulled the line off by the rail and when pinched off it builds pressure up. But will not start. Is it allowing fuel to run through the system without building up pressure to start? Pressure tested it and it read no pressure. Out of my comfort zone here.
