Exhaust noise?

after my FICM was replaced when my truck is idling you can hear the turbo, then it will sound like a low growl like a gas truck with an upgraded exhaust? It goes away pretty quick, then will happen again a few min later. Is this normal?

Did a Ford dealership replace your FICM? If so they would have flashed the latest strategy in the truck which cycles the veins on the turbo.

Yes, sounds like your PCM strategy was updated to the one that cycles the turbo vanes. Nothing to worry about, except the newer strategies get lower MPGs...

If you want to get your MPG back, you can get your FICM reflashed and get custom PCM tunes. The FICM reflash will do the most for mileage and will give you a little more power. Check out Power Hungry Performance, powerhungryperformance.com

Their Economy FICM tune will restore the lost MPG and power, the Atlas 40, 80, and Hercules give big power gains beyond that. Most settle for the Atlas 40 for a little power gain and MPG, without having to worry about it getting smokey when you put the power down. Also, if you don't have head studs, I definitely wouldn't go above the Atlas 40 tune.

People blow headgaskets with the stock tune, so you can't say anything is safe, there is always risk.
