Do you hear the fuel pump turning on for a second when you turn the key to the on position? If so, cycle the key back and forth a few times to run the pump a couple times then try and start. If it starts then something, either the injectors or FPR are bleeding down and you have 0 fuel pressure. Could also be a very small leak somewhere.

couldn't be a choke problem, as chokes were only used with carburetors and not fuel injection.
it does sound like a fuel problem. i believe that in 88 they used a low pressure pump in the tank and a high pressure pump on the frame rail. you might check to see if the in-tank pump is working. i've heard of these trucks getting by on just the high pressure pump, but tending to have a lot more attitude when doing so.
seafoam won't hurt it any, and may or may not help depending on what the problem is.
