though it's true in 1993 and also mid way through '94 before they changed over to the turbo di aka psd, they offered a turbo. it was just always an option on the idi.even in '93 and '94.never standard.
my '93 came from the plant as the M code (8th digit in the VIN.) representing N/A.i added the turbo.
so really in summary,the answer to this question would be;
through the entire production run of the idi diesel,1983-1994 with the optional turbo for only the last yr and a half.
same basic engines (just a few,needless [we know now] built up internals) with a turbo added.
mid year of 1994 never again would ford offer a diesel engine without a turbo.
finally people knew diesels were worth paying extra for.the 6.9l and 7.3l legendary grandfathers had paved the way for fords and navistar's success and the additional price of the turbo as standard option was no longer feared in the marketing department.
the completely different 7.3l,ford called power stroke came next. with direct injection and computer control.a whole different platform.sharing nothing but the same displacement.also which became legendary it's it's own right as well as the 6.9l and 7.3l.the legends became famous because they lasted.didn't set owners back multi thousands in repairs like they can today.a time before the epa was so hard and before the power wars,we had strong,powerful,solid,long lasting affordable diesels.
ok,now im getting carried away.ill stop now.
good luck on your diesel hunt!
