Lightbulb 2001 F150 Fuse Panel

Hey guys, I've got a general fuse panel question. I have a number of "not used" locations on my fuse panel. My question is, are these locations wired as if they were? Meaning, is power going to those locations on the fuse panel even though there is no fuse in the slot?

I want to add some off road lights and rather than run a wire directly to the battery or piggy back off a fuse that's already powering something, I'd like to use one of the "not used" locations.

Look at the open spaces to see if there are metal contacts. If so, probe them with a test meter or lamp to see what might be hot.
