2002 7.3L Powerstroke - doesn't start in cold weather

Last winter - I'm in the Baltimore / DC area - my 2002 F250 with the 7.3L Powerstroke started just fine. Never a problem down to 25 degrees outside. This year, it won't start if the outside temp is below 34.

I'm thinking I should replace the glow-plugs. Or am I not even on the right track?

FWIW - when I turn the key, the glow-plug light comes on. It eventually goes out like it always has. Only then do I crank the engine. But as already mentioned, if it's too cold outside, she won't start.

Mine had the same issue. I swapped the glow plug relay and fixed it. I did upgrade to the stancor model but the original one was burnt up.
