Belt Tensioner

I have a question about the automatic belt tensioner for the 5.0. When it is installed how much torque should be applied? Also mine seems to bounce a little as the vehicle runs. Is this normal. New belt tensioner and new belt. I put the tensioner on and torqued it to 45 ot 65 per manual. It broke. Napa gave me a new one and said that it should be tightened to 18 to 20. I did this on the second one but I am not sure if it is right. Any help.

mine moves a little bit when the engine is running

The Haynes manual should have the specs, or maybe this site.
