clear coat or paint?

Well all i can say is my buddy, city slicker of course, decided to "srub" the mud off my truck when i let him borrow my truck. accident of course but my clear coat is finshed. i got alot of scratches and i tried waxing and buffing a few times to no avil. to get my clear coat re done would fix this problem correct? if so anybody know how much it would cost. not exactly just in the ballpark range.

Clear coat is just clear paint. Maybe it can be buffed out with a professional buffer and compound. If not, it will need to be repainted/cleared.
