88 f150 front end shudders at low speed

88 f150 front end shudders at low speed
1988 f150 - 5liter - aod trans - 33" tires with a mild lift. Bought it recently, so I don't know too much about it.
When I slow down to a near stop - roughly 5mph and under, the truck has a noticeble shudder.
It's not the brakes because it happens whether or not they're applied.
Typically drive in 2wd, hubs unlocked.
Feels smooth once rolling.
Feels like it's coming from the front end.
Have had it up and wheel bearings felt ok - not really any play.
Any educated guesses before I start digging into it?
