float level

I have a 75 f150 2wd with 390, holley 4160 4bbl....
I rebuilt the carb...seems to be running good...
I am having issues with float level on secondary bowl.
When i pull sight plug gas has built up and gushes out the hole.
And my adjustments dont seem to make a difference...
I adjusted the float all the way to bottom of the bowl and it still comes out the sight hole...
I checked the float in a pan of gas...it floated for an hour so i figure thats not the problem...
But...what is????

Doesn't setting the float level low result in pulling the needle off its seat resulting in more fuel in the bowl???

Clockwise to lower fuel level us what I'm understanding...but it doesn't seem to be working...

Okay.. I see. I suggest pulling the secondary bowl and double checking valve pin and the float spring.... seems like something is binding not allowing ya to have any adjustment.
