So if I decide to stay with my D3 heads that I have done mild port work new valves and stock 22cc pistons and I go with the victor2 or rpm intake what is the biggest cam I can go with so I can race it occationally at the track and have still a nice street cruiser, and what kind of HP can I expect, also I will have 3.73 rear end c6 trans posi not sure on tires yet

With hydraulic lifters, you can certainly cheat a little bit since they are more fogiving on valve overlap than mechanicals....if you add in variable blled lifters (made by Crower Cam or Rhodes- these are a little noisey though compared to crower which are quiet) you can even cheat with more lift. You have a heavy vehicle too...so you are going to need tq more than hp especially for the street & keeping your RPM's moderate...

I would call in general for....

290 duration & 580 lift

And remember, advertized lift/duration/lobe separation is just that- advertized and not the specific grind including ramp profile that is used on the cam. I highly recommend Iskenderian & Crower & Chet Herbert & Lunati...all are family owned, been grinding cams for decades. Especially with good machine work...up to 100 hp improvement would not be out of the question....I would swag the tq increase would be parallel as well.
