At idle, you most likely don't have any vacuum going to the distributor anyway until you press the gas. (If it's connected to a ported vacuum source)
However, more timing (via vacuum advance or initial) improves the slow burning mixture when cold. If you really want to buy this vacuum switch I would connect it so that it gets full manifold vacuum when cold and ported vacuum when warmed up.. if you are not satisfied then connect it how you like.. the issue may not even be timing related.. it could just be the choke... but I assure you that you Windsor will like more than the 10 degrees factory setting...
