Check the axle where it rides on the seal, use a micrometer it should be within .0002, any more than that replace the axle.

After years of the axle spinning on rubber, it will wear the metal down, had the same problem on my '66 Mustang I had several years ago. The seal wore into the metal .0004" and allowed the oil to leak past the seal. I replaced the seal 3 times before I figured out it was the axle worn down.

No need for total axle shaft replacement, just "Speedi-sleeve" it...

Generally Speaking, if the seal surface of the axle shaft, or sector shaft or any shaft in question is pitted or rough, it needs to be sleeved as mentioned above, or if you have access to a lathe, you can chuck the axle in the lathe and polish the seal surface with sandpaper, or emery cloth progressively working for a finer and finer surface.

Also, when installing the seal, be sure to put a ring of silicone around the outside of the seal as extra protection against leaks.

Thumbs up oil leak

I second Montana, I have used "Speedy Sleeves" with 100% success. These things really work , I always coat the shaft with sealer before installing the sleeves. Bearing supply houses usually have a good stock of them. Kenny Nunez
