Licence plate light bulb replacement 2007 Expedition

I'm in the process of fixing up a used Expo that I recently purchased. Among the little things I need to address is only one of the licence plate lights doesn't work, and I don't want to be pulled over when that one goes out...

These light covers look to be held in with a phillips screw, but for some reason neither one will back out, nor tighten?? I assume that either they are stripped or have a nut on the backside?
Something so simple as a plate light looks to be a big dig now.

Any advice on how to access and replace these lights would be greatly appreciated!

So I figured out how to access them- just prise out the expanding moly bolt like thingy as the plastic screws were ineffectual.
Good news/bad news is the side that works apparently has a leak as the bulb cover had been full of water often over the years, but at least it lit up. The side that doesn't work must have a wiring issue under the hatch "grill", but the cover at least seals out the water.
I switched out covers and put a new bulb in and at least one side works well- for now.

Those plastic screws and expanders are a good idea in theory but suck in real life, don't they? I removed mine by prying up on the underside of the screw head with a small flat blade screwdriver while turning the screw head with a Phillips screwdriver. I put in a new plastic screw and expander but I think it will be just as hard next time I need to get it out.
