Replace relay or reprogram? Both?

I have a 99 F250 SD 7.3 with 6 speed manual trans. Since buying it a couple months ago, I have been having problems with the power windows, glow plug relay, and warning chime. Read what I could about the accessory delay relay and what some others have experienced. When the key is turned on, power windows, glow plug relay, etc. do not come on for exactly 12 seconds. The warning chime then comes on at 15 seconds. There is an audible click behind the dash when stuff starts to work. Is this a preference issue (dealer set) that has been preset or is there a relay that is at fault? Love the truck but dont like waiting. Thanks for any help you can provide.
