Perhaps the fuel pump relay has been removed?

Some fuel system schematics to get you closer:

This shows the relationship of the EEC Relay and Fuel Pump Relay as well as supply fuse:

courtesy of oldfuelinjection.com

I know it is labeled for a 5.8L equipped truck, but it is the same for your 7.5L truck.

This one is for a 1991 F-series, but again it is very similar to your 1996:

I hope that helps shed some light how the fuel system is wired. Omitting everything related to the LPG system added to the truck....

Does the check engine light turn on when you turn the key on without starting the engine?

If you can not find anyone to plug it in then you could ground the STI wire, get behind the wheel with pin & paper, turn on the key and count the flashes of the MIL in the cluster.
You can post the counts back here and we will tell you what they mean.
For more information on this go to this link:

The computer is designed to turn the check engine light on anytime it receives power an the engine isn't running. Light on while running indicates a code obviously.

So just seeing if the light is on with the key eliminates the possibility of the computer not getting power.

How do you switch between LPG and Gasoline? I'd assume it's some kind of switch that opens up a solenoid on the LPG tank and disconnects the fuel pumps electrically. I'd suspect something with this switch.

You have a '96 Mass-Air 460? Is it OBD-1 or OBD-2? (OBD-II would have a test port under the dash somewhere, OBD-1 has connector under hood)
