I'm sure I'd use a can a wheel easy. I think I might use some epoxy primer first. Is that a good idea?

So if I sandblasted the rusty parts to bare metal and the parts that weren't rusty still have some of the original paint, then it wouldn't be good?

Thanks for all the advice guys. I ended up blasting the whole front face to bare metal and using epoxy primer. I was cheap on the topcoat and just used Duplicolor
But I think they came out pretty nice. I'll post up some pics when I get the tires mounted.

I used Valspar tractor and implement paint on my old C20, went with white. Should have let it cure longer and done a second coat, but it worked.

I'm planning to let them cure for at least a week.

I once used Valspar Kubota orange to repaint my Husqvarna chainsaw... matched pretty well actually.
