2011 trailer lights not working

I have a 2011 F150 with tow package. I have no trailer lights fuses seem fine but i don't even know what fuse or relay i need to be looking at.

remove the fuse boxe cover, place it next to you, open up the owners manual, it list all the fuses by number and the cover has the diagram of where the fuses are

Take a tester and see if you are getting any juice at the trailer light receptacle.

#9 and #21 are your fuse and relay locations for the trailer see if thay are in if not thats the problem.

ya tried the manual does not list trailer lights or recepticals.

Tried using a test light and multimeter neither showed power. I tried switching 9 and 21 and nothing happened.
