Un-plug the camper from the truck replace fuse.
See if it blows or not.
Because you smelled burnt wire in the camper
I have an idea that is where your problem is going to be.
You will need to check the harness for the camper.
Look for bruised/chafed wires. Look a\close at points
where the wires can get pinched.

Do you have the movable peddles? If you do look up under the dash.
The other thing to check would be the brake switch on the master
cylinder. Ford at one point had a recall for the cruse control system.
You want to see if your truck is on that list. If it is then get it
done even if you have to pay for it I t will cost you less if you get a
VOM to check resistance of the wires. That way your not changing fuses
while doing the testing. Remove the tail lamps,high mount brake lights and
the camper then start testing the wires. You should see some resistance when you test one end
to the other of a wire. Then test wire to ground. you should see an open
indication. Wile still keeping the probe on the wire step on the brakes
you should see it go to low or 0 resistance. One other place to look
is inside the steering column.
Do you have the brake controller ? You could also disconnect it and test.
I know it a lot of work. That is the problem with electrical problems.
Let me know what you find and we will try other things.

ABS light and cant shift

The truck is a 1996. Unfortunately we cant even get it into gear, so
no way to take the camper off, plus we're not facing the driveway
on top of it. ugh. May require a tow truck or maybe Ford has someone
who'll analyze on the spot. Wish I could say we were more mechanical.

How to Shift F250 when ABS prevents
We just found out, if you cant shift when you turn on the F250 Truck when the ABS lights are blinking, and you put your foot on the brake which causes the fuse to blow, (so you cant shift into gear) there is a way.
Turn the ignition only one click and shift into neutral. THEN turn the truck on and shift into gear. There is a short somewhere, but at least we can drive it to Ford dealer. Thanks again for your tips. It's beyond us!

You need to identify your truck completely so we know which diagrams to consult.
