map/dome/cargo lights won't turn off
2004 F-150. Today, I noticed the map/dome lights wouldn't turn off no matter what I did with the switch. Also noticed the cargo lights were on as well. Pulled fuse #24 (appears to be good) and that seemed to fix the problem: lights are now able to be controlled by the switch. When I reinstall fuse #24, same problem. Also, battery seemed to be drained and the radio pre-sets were gone. Am I right in suspecting the battery saver relay? If so, which relay is it and can I replace it myself or is it factory soldered? Any other suggestions?

clarification
One clarification: when the fuse (#24) is removed the lights will come on when I use the dimmer switch locked into the top position. The individual switches at the light itself do not turn the lights on. The lights come on when I turn off the vehicle and open the door. They go out when I close the door and lock them. I'm really thinking it's the battery saver relay, but I don't really understand why the light switches (at the light) won't turn them off. It seems like the relay is fused closed, thus providing constant power to the lights, but that doesn't explain (to me at least) why the individual switches at each bulb won't turn them off. They all worked fine yesterday.
