Is it a 351 or 302? Did you rebuild it or was it a reman? I have come across where someone bought the HO 302 and it comes with a 351 cam and the firing order is different.

It is a 302. I have tried both fireing orders but no differance i am trying to find a tester to make sure my injectors are fireing. the only way i have been able to get presure to the fuel rail was to plug the return line at the fuel pump. when i hook it back up to the pump the presure goes away.

Does it run when you block the fuel return line? If not fully blocked how about partially restricted? Say for example lightly clamp pair of vise grips on rubber section of fuel return line, so to simulate proper pressure reading?

Dual tanks or single?

If runs with return plugged or restricted and is single tank sounds like you need to check your work in the FPR.

it has plenty of pressure when i block the return line but still does not run. it is a single tank. will I have a problem starting if there is to much pressure. I have tried fully blocking the return line but not partially blocking it.

Not true !!!

The PCM (computer) controls the injectors via pin 58 and 59 at the computer.

Check fuse "I" in the "under the hood" fuse box to see if its burned out.

Next, try switching the horn relay with the PCM Power Relay (same under the hood fuse box) and see if it runs.
