...On my '96 250. I want to remove the top cowl cover to clean it out. Is there any particular method for doing this? Someone told me the fenders have to come off but there has to be an easier way. Any tips would certainly be appreciated!

No, the fenders do not have to come off. Just be sure and remove all of the screws along the weatherstripping AND on the surface.

 

You will also have to pull the windshield wipers off. It is also a tight fit with the hood on. Not impossible but very difficult with a high possibility of scratching the hood or the cowl cover if you are not very patient.
