Truck spec

I am getting into disaster relief. The only thing i'm not sure about is what GVWR i need. let me explain what i intend to do:

I am going to design a slide-out disaster relief system that will include 100 gallons of fuel and other tools i'll require. The weight of this i'm hoping to keep under 3k. I then will need to be able to handle a 7k pound ball hitch trailer as well as a crewcab full of folks. What GVWR am i going to need? if you ahve any firther questions please ask..

You looking at at least the F-450 with 16.5k GVWR

wow really? the trailer is a ball trailer not a gooseneck type...wow i had no idea it was that massive. i might have to change my design quite a bit then. Is there any way i can get this into 350 territory? I'm not opposed to dropping the cab down to standard so two folks max.

oh and the fuel is gasoline. it is for nursing other gear on site..
