Fule pumps run too long

My 88 f250 460. When I turn the key on the fuel pumps run for a long time. Maybe a minute or more. The truck will not start until they stop. I am getting fuel out of the tank, before the high pressure pump. That tells me the tank pump is working. I am getting a lot of fuel before the fuel filter. That tells me the high pressure pump is working. I changed the fuel filter. I have a pressure gauge on the rail it is not losing pressure.
I don't know what to do next.

That's a sign the EEC is failing so you'll have to change it.

Thank you for responding. I did a search, on here, and that pointed to the EEC, so I took one out of one my father-in-laws truck to test. It fixed it right up. My EEc is only a few months old. It is a rebuilt one. I got it from a well known parts store. I doubt I will have any luck geting a warenty. I will still plead my case.
His truck is a 91 f250 460 Auto. Mine is a manual. Will I hurt anything by using his EEC until I get my new one?

It won't hurt anything to use that EEC in your truck but it will throw a ton of codes when it finds it's not getting feedback from all the sensors in the auto trans... assuming the '91 has the E4OD trans and not a C6. If that is a C6 truck then you're golden since that's the same as having a manual as far as the EEC is concerned.

Its an E4od. I will order the ECC tomorow. I won't use it unles I have to.
