Broken Band Symptoms?

I got an '89 F-250 with a bad c6 auto transmission. The guy said the transmission was bad and need to be replaced. Still took a test drive to see how it drove. First gear was shot and the engine was really revved up to get to second gear. The engine needed to be revved up to get it to crawl in reverse.

I pulled the transmission and opened it up to have a look inside. I see these two band wedge plates just laying in the tranny fluid and the band loose. I've put them back in for now.

Question is, would driving with loose bands would require revving up the engine for it to go? And does this affect mostly 1st and reverse. Its a dumb question because I didn't know it the band wedge plates got loose when I took off the transmission. I had to rotate the transmission upside down to get it out without removing the rusty crossmember. I don't know much about transmissions. Thanks.
