2008 6.4L Primary Fuel Filter

2008 6.4L Primary Fuel Filter
I was replacing my fuel filters & found the lower cavity full of Vaseline
looking sludge.
It was Terrible ........ but no water at all
I've kept it drained regularily.
The Secondary upper Filter was clean as a Pin ... as was the "Inside" of the lower primary filter.
I removed both fuel & return lines (temporarily plugged the tank lines with 3/8 & 1/2" bolts),
both wiring harnesses & finally the whole Lower Assembly.
I removed the side cover that has the 4 hose connections, to clean all this crap out with carb cleaner.
A Filter drain / change would have NEVER got this crud out.
Is this the proper way to do this ?? Seems it woulda been too aggrivating to do ON the truck without removing it ...
Would a Fuel Additive prevent this ??
My truck has 66,000 miles on it.
Is that a Pump inside the lower filter ??
