Is it "right"? Let's just say it's not uncommon.

BUT, my brother has a 69 F100 2wd/ 2 bbl/360/c6 with 3.00 rear gears and pulled 15.7 mpg on the highwy.

What's your rear gear?

Sounds a little low; check idle mixture with a vacuum gauge, accelerator pump stroke, choke opening properly.

I have a 300 six with a one barrel and get 12 on a good day, if that puts things into perspective.

X2, also check the air filter and the timing, make sure it's not retarded.
Wouldn't hurt to run a compression test to see what kind of shape the motor is in overall. A "worn out" engine won't get very good mileage regardless.
Remember though, these trucks were designed and built when gas was 35 cents a gallon. Mileage wasn't a big concern then. Even with 2WD your pushing over 4000 lbs of steel with all the aerodynamics of a brick down the road........but it's still fun, ain't it.
