Wayne was right on with the information. Guess you're having the same issues that I had. Front fenders for the M-47 that are bad and access to M-68 mercury fenders that are good ?
I've put a lot of work into my front fenders ( $$). I still have some M-68 front fenders. I thought they would be great for a lowered front end truck as you would have more clearance for the front tires but have yet to do anything with them.
I did think of cutting the fender light mounting area out of the bad mercury fenders and welding them in to some good ford half ton fenders but they seemed to be hard to find also.

The best pointer I saw for identifying the large vs. small fender openings was that on the smaller (F1) size the body line behind the opening is in line with the top of the wheel opening, where it is about 2.5" below the opening on the larger trucks. Helps when you just have a set of fenders lying there.

The size of the seam in the front of the fender, at the front of the wheel opening, is a dead give away to whether the fender is a F-1 or the larger fender that fits F-2 through F-6. The seam is noticeably larger on the F-1 fender because of the smaller wheel opening.
I would still grab the larger fenders if you can and they're in decent shape. The Mercury fenders have one difference that their Ford counter parts, the area around the parking light is raise in the Mercury fender, the
Ford fender is smooth. If you're able to find a decent set of Ford fenders you'll have to graft this area into them.
