7.3 IDI Turbo question

Hi Guys

I've got a pretty basic question regarding the turbo on a '93 IDI 7.3. I am fairly convinced that it is not putting out proper boost but I have no diagnostic equipment, it has no sound to it as it had when I first bought the truck 3 years back and the power is really lacking. My inquiry is, if the truck has been warmed up at idle for a few minutes, should the turbo housing be fairly warm? This one is cold to touch, the rear section (the part that is wrapped with heat shielding) is fairly warm, but not as warm as I would expect.
Any ideas much appreciated.

do you have a boost gauge?

check for any pre turbo exhaust leaks and/or any boost leaks.

you can get a cheap, yet effective one from advance, auto zone, etc.

Yeah, that may tell me that there is zip for boost pressure. The question then is, is there leaks downstream of the turbo in the exhaust (so it is not spinning and therefore is cold to the touch), or is the turbo pooched, or a combination of both?

you sure your not feeling the compressor side of the turbo?

the turbine should be around eh 250* 300* at idle

Well, the "hot side" is not much more than warm to the touch, the compressor side is completely cold.

Was gonna say the w/g rod will not move, but it is free, no easy fix here by the look of things.

No. Hook line into fitting on intake hat and run line to gauge.

It looks like a snail shell on its side, sitting over the big hole in the intake with a bolt through it. 9/16 iirc
