i know of only one or two instances that the idiots at ASPCA have been able to get this fine since it was enacted back in 1996.

police don't give these tickets, ASPCA does.

I'm not to hot on this, and I'm not a pet lover. But it does make me a little ill and sad when I see what was Fido spread all over the freeway. Them critters need to be restrained in some fashion.

99.999% of fido remains on the highway are from critters that walked out on the highway after running away from home, not from jumping out of moving vehicles.

I'm sure they will be giving lots of warning tickets before fining people. The fine sounds a little high, but i'm not opposed to the idea. When our beagle was younger we made lots of 2+ hour trips with her body harness connected to the seat, just in case of an accident. I guess it all depends on how much a person really cares about their pet as to whether they feel they are worth securing in a vehicle. Around here i see more people riding around with one hand on the wheel and the other cradling a tiny dog to their chest. Everytime i see that i chuckle because i can picture what would happen if that air bag when off. Dumb.

Ever since 1979 when my 80lb Doberman fell out an open window traveling around 25 mph have we restrained our dogs when traveling. This law has been in effect for over 16 years, it only came to light with the "Click it or Ticket" campaign recently when our president of the NJ ASPCA convinced our governor to make a public statement, which brought it to light. I really would like to see a ASPCA officer pull over a moving motor vehicle without some kind of law enforcement agency for back up. The LEO's on the news aren't too keen on this whole issue, so stay tuned for the first person that actually gets a ticket and or jail time for this law they make an example out of!

I recently purchased some restraining harnesses for my dogs, they don't mind them and it gives me the peace of mind of knowing they won't be flying all over the inside of my truck in case of an accident, safer for all involved. Plus it keeps them out of the front seat. Here they are buckled in

I've never heard of any fines up here, I think all animals should be restrained in some way, just for there safety especially if they ride in the box of the truck.

The harnesses I have click right in to the seat belt buckles.
