360 timing issues

Hey there fellas ive had the ford truck blues for a wile I can figure out why this old 360 wont run, miraculously I got the ol girl to go around the block, but when I push on the throttle she wants to die... It seems the problem lies in timing... I need second opinions on this I marked the harmonic balancer at 0 with a white marker when I put the light on it the mark is actually jumping around isn't it supposed to be consistent? your 2c is welcome..

Well, I doubt the timing chain is jumping around to cause the white mark to do so. Only other thing I can think of is distributor. Something causing the spark plug not to fire at the same exact time. However, I don't know what would cause that, maybe a weak coil? bad ground? Grasping at straws here.
