Setting timing on ford 460 / Winnebago

75MYWAY is starting off with a positive reputation.
My 460 was advanced for emission tuning, And when i rebuilt the engine a mechanic told me to retard the timing and remove all of the vacuum advance lines and it increased my power, and mpg.
