2006 6.0 No start Question with Snap On scanner

I am new to ever posting on a forum.
here we go-

I have a 6.0 2006
was having a hard start when cold I am talking 70 degrees took 3 4 times to start. If I held the throttle to the floor it would go first time. Now wont start at all. It would stall during deceleration or turning the steering wheel when at low rpm. put in N when rolling started back up. But now nothing.

My FICM voltages are good
I replaced the IPR,all glow plugs and glow plug module (had a code for 1 circuit) both fuel filters and o-rings on caps,
My ipr pressure shows good on the scanner when it stalls- I am wondering if its dropping and the scanner is NOT running as fast as its really happening.

When this truck was warm it would start right up.
I have done the Ford worksheet fuel pressure/oil level ect.
When it quits its like the key is shut off-no white smoke when cranking.
I cleaned the EGR it was dirty but dry and not stuck.
The truck has 180k on it- been well maintained it was a fleet vehicle

From what I am reading from all these post's its a FICM or HPOP/STC. I have tested both as far as I know and they both test ok. When I crank it IPR pressure builds within 3 seconds to 1500/2000PSI but not sure if its holding cause it will start for 2 seconds then quit.

Truck has no codes, 3/4 tank of good fuel, good batteries

Thanks

What were your FICM voltages? KOEOm Cranking, 2000 rpms?

Are your batteries healthy?

Any wire chaffing?

KOEO
FICMLPWR -12
""""""MPWR-48
''''''''''VPWR-12

Cranking stays about the same it starts then quits 1 second later voltage stays about the same.

3rd try this am it started stays running
2000 RPM (it sounds a little rough at 2k not super smooth)
FICMLPWR-14.4
""""""MPWR-48.5
""""""VPWR- 48.5
wires look good I had it all apart
ICP press @ idle is 780 DSRpress is 776
inj press % 20% idle
inj press % 40% @ 2000 RPM

Fuel Pressure is steady at about 50-52 KOEO or running

Whatcha Think?
