Frame bobo's

I have a small rusted out area on the top of my frame about 1" across and 2" long between the cab and the rear wheel on the drivers side of my 80 f150 and where the front bolt for the power steering box attaches the bolt goes thru the frame, with extra washers. Can I weld in a piece and perhaps box the back and weld and patch the steering box area and still pass safety in Ontario. So far I see no cracks anywhere.

Depends on the quality of the fix and the mechanic doing the safety.
