I run the Phillips X-Treme Power. They are not white like SilverStars, as they retain the yellow-ish halogen tint to them. To me, they are slightly better than the SS's, but the high beams on the X-Tremes are intense.
I run those in conjunction with a 45w fog light and I feel as though I have plenty of light without having to go to a HID kit.
The Phillips in a H13 bulb can be found on Amazon.

I run PIAA lights on my truck...and I love them. I've had them for over 3 years and they are still burning strong. they can be found at 4WP out online...I run the same bulb style in both my Yukon and motorcycle...
what didn't you like about the SS?
by the by if you want pics let me know I still have the stock fogs since I rarely have to use them to compare color/brightness

I had the same problem even before I leveled and re-aimed my headlamps. I think it has to do with how much light is around when you pass cars. If you live in rural areas you tend to get 'flashes,' or at least I did. But then again I'd run all 4 lights when driving home to keep from hitting our TX critters that could total my truck...
