new 91 F250, lights don't work

I bought a 91 F250 about a week ago, and the dash lights and running lights don't work. i did some searching and tried the folowing things: checked fuses(all were good), changed the headlight switch(didn't fix it), took out the pigtail for trailer lights and tried again, checked the #10 fuse, i think thats the one labeled instrument illumination, with volt meter. im not sure what else to try. im thinking maybe there is a short somewhere but i'm not sure where to start checking. the wires that plug into the headlight switch maybe? this is my main source of transportation and when i drive to work its early in the morning so this is a big problem. any help would be much appreciated.
