Help - Engine "rocking"

This may already be in here but I didn't see it anywhere...
I have a 2000 F250 SD, this morning the engine started rocking, when I'm in drive holding down the brakes it keeps rocking forward like it wants to take off. It does the same thing in park, but it doesn't move the truck as much as in drive. Seems normal when I have my foot on the gas.

After some more research I'm not sure if this is correct or not, but maybe idle surge? Where is the PCV system so i can look for hoses with cracks? any help would be greatly appreciated!

in gear the motor makes the trans push the truck? That sounds like a bad TQ converter. Does the idle jump at all, could be a bad Idle Air Control valve

The idle does jump up and down, but the tach doesn't move up or down
